New studies show the dwarf strongholds of Over There have overtaken goblin towns in "giggles per capita," the leading measure of national happiness.
Experts credit the dwarves' relaxed, laissez-faire governance, which has produced a thriving culture of music, merriment and ale.
"It's one big, never-ending party," said Grubgork, who has been spending a lot of time Over There for reasons unrelated to pachinko. "Festivals for everything from beard-braiding to rock-paper-scissors. And the ale flows like water."
Goblin towns, by contrast, are drowning in rules: pachinko bans, gnome taxes, hat codes and a goblins-only residency code.
"We're too focused on hoarding gold and plotting against our neighbors," lamented Elder Gurglesnot. "We've forgotten how to enjoy a good prank."
Dwarven musicians, brewers and comedians are gaining fans across the goblin world. "Dwarf comedy is hilarious," said Grungle Brinejaw, wiping away tears. "They make fun of their own traditions. We'd never think of that."
The Council is rumored to be considering "fun initiatives," including mandatory laughter yoga and a weekly prank amnesty day. The initiatives would require permits.
