The Goblin Council of Elders has reached a compromise on the controversial "One Goblin" policy. It has adopted a more flexible "One and a Half, Maybe More Goblin" policy instead.
The new policy, proposed by Elder Gnarltooth himself, allows each goblin couple one child, with the option to apply for a second after a rigorous evaluation.
"We've listened to the concerns of our younger goblins," Gnarltooth told a press conference, "and we believe this compromise strikes the right balance between responsible population management and the natural goblin urge to multiply."
A panel of goblin scientists and elders will assess each application on genetic diversity, resource availability and the couple's ability to raise multiple offspring in a chaotic goblin environment. Nobody on the panel has explained what half a goblin is.
Glurp, still skeptical of the need for population control, declared himself satisfied from the public gallery. "It's not perfect," he admitted, "but at least we won't be limited to a single measly goblin per couple!"
The policy takes effect immediately. Goblin couples are already lining up for second-child permits, several of them holding the second child.
