The billing department says permanent residency and Permanent Hold are both permanent and should be treated the same.
WORMLEY JUNCTION — The Mudwick Isle Telephone Cooperative raised its Permanent Hold Fee from 30.00 a month on Thursday. The billing department said it copied Japan, which tightened its permanent residency rules the same day and raised its application fee from 10,000 yen to 200,000 yen.
Both increases are 20 times. The department says this makes the two fees the same kind of fee.
Permanent Hold is a status. A customer gets it when a call has been on hold for more than 365 days. The Cooperative has 41 such accounts. They are all in the Wormley Junction exchange.
Japan's new rules also ask for above-average income and basic Japanese. The billing department now asks for both. The average income of a Permanent Hold account is $212 a month. Accounts below that number will be moved to Brief Hold. Brief Hold ends after 30 days with a dial tone.
The Japanese standard is one word. A customer must say "hai" at the monthly check-in. Hai means yes. The department looked it up.
"Japan is a country and we are a cooperative," said Dunstan Reek, Senior Billing Supervisor. "We both have permanent things. It was the obvious comparison."
Wilhelmina Sump, Collections Clerk II, said the department held a vote on the 20 times. The vote was 3 to 0. She said the department has three members.
Tobias Hesk, 61, of Wormley Junction, has been on hold since 14 February 2019 over a $4.12 charge for a call he did not make. He is the longest-held customer on the Cooperative's books.
"I do not have above-average income," Mr. Hesk said. "I have a headset and a chair." He said hai twice during the interview. He said he was practising.
The Cooperative was founded in 1961. It created Permanent Hold in 1998, after a customer stayed on hold for 366 days and the billing system had no word for it. The fee stayed at $1.50 for 28 years. Mr. Reek said that was too long.
Japan's new guidelines also set a Japanese-language standard and an income test for people applying to stay in the country for good. The Cooperative did not read those parts closely. It read the part about the fee.
Mr. Hesk's account has been on hold for 2,786 days. At 9:14 a.m. Thursday he said hai. The department filed it under language.
